A Cost-Benefit Analysis on Construction and Demolition Waste Recycling Project in Hanoi of Vietnam: Economic, Social, and Environmental Assessment
With the rapid development of the construction industry, construction and demolition waste (CDW) is causing many negative impacts to the economy, society, and environment in Vietnam. This is due to common treatment methods such as landfilling and/or improper dumping into the environment. Therefore, the promotion of CDW recycling and investment in CDW recycling plants are regarded as urgent issues. This paper examines the efficiency of a proposed CDW recycling project built in Hanoi-Vietnam by performing a cost-benefit analysis including financial analysis and economic analysis. The economic, social, and environmental benefits resulting from the project will be discussed based on the monetary value. The results show that the project is completely financially viable, although the criteria for evaluating the financial performance obtained are quite low. Meanwhile, the project’s economic efficiency is quite high with a present value of net benefits of about 260 billion VND and an internal rate of return is 31.6%. To improve efficiency and promote further investment in CDW recycling projects in Vietnam, government support is needed with a focus on the decisive factors for the effectiveness of CDW recycling projects.
