Tirana in the Crossroads: Urban Sprawl or Natural Resources
This research tends to analyze the city of Tirana, the capital of Albania from 1921. This city is the largest urban area in Albania, and especially since 1991, after the communist dictatorship, the city has seen strong demographic growth. Currently, uninterruptedly, the city is undergoing rapid urban development, which is radically transforming its identity landscape into the historic central, but especially suburban part of the city. The case study is an increase in the suburbs of the city in relation to the green and fragile perimeter of the city. The main issues addressed are two key moments that intertwine with each other as the phenomena of informal construction of the nineties as well as the birth of urban areas for “rich people.” Both of these types of interventions have caused extensive damage to green areas around the city. The natural landscape around the city with high environmental values is in danger of transformation. The methodology followed focuses on researching the interventions that are reflected in Tirana's local strategic plan TR2030. It was approved two years ago in 2017 and was designed by a group of architects led by Stefano Boeri. The TR2030 is an attempt by the local government to establish a new relationship with the green environment around the city. The main proposed element is the creation of an “orbital forest” as a belt around the city. It must create the final border of the urban city of Tirana. The institutional mechanisms used are not effective so far. The present conclusions try to show the problems encountered during the implementation of the orbital forest in relation to urban developments in Tirana in the new suburban areas, as well as their real relationship regarding the approved proposal for the “orbital forest.” The main problem that the general local plan is currently facing in its implementation, is the lack of a legal, economic and social mechanism for the compensation of these territories, to make this type of intervention feasible in practice. All the positive points discussed above are utopian in reality, in the event that immediate measures are not taken to delve into the logic of the transfer of rights over property and the law of compensation
