The introduction pointed out the inconsistency in the current innovation policy in the transport sector. This inconsistency is characterized by policy goals that require disruption, but it is being counteracted by incrementalism to stabilize the established (principium contradictions). Innovation policy goals in transportation can therefore in many cases either not be achieved or only be achieved insufficiently.
