The Process of City Logistics Supported by Regional Program: General Model and Applicative Case Study
The problem of freight vehicles managing in urban areas is particularly important and depends on the decisions of the political authority of the city. The region, as a superordinate public body, can provide technical indications and can provide economic support. The open question is how the city and the region can work jointly to pursue the 2030 Agenda goals. The problem of the connection between the two public bodies is investigated and an important case study is presented related to a region of Southern Italy and some municipalities included in it. Calabria Region launched a program for cities to make them more sustainable, thus implementing the measure relating to city logistics. Two calls were made and several cities answered. The implementation process supported by the Calabria Region can be considered a reference for other Italian regions, and for some aspects for other European regions.
The paper aims to analyze the characteristics of the cities that participated and won the call; it wants to demonstrate that the towns that won are a significant sample of the majority of Italian municipalities, confirming the possibility of extending the process activated in Calabria to all Italian municipalities of medium and small size.
