Conclusions 1. For reliable runoff accounting at HES it is necessary first of all to provide them with reliable curves for the flow through all turbines and discharge structures. The rating characteristics of the turbines should be checked periodically by repeated tests. 2. Specific instructions containing the procedure for determining the discharge through the units and all discharge structures with consideration of their operating regimes and local conditions should be worked out for each station. The possible errors in procedure should not exceed the standards indicated in [1, 2]. 3. Rigorous supervision on the part of power administration of the implementation of the recommendations of runoff-accounting inspections of hydroelectric stations is needed. 4. To provide reliable calculations of the runoff at all stations it is necessary to increase the responsibility of the personnel engaged in these calculations.
