Main Risk Factors Causing Delays in GAP Construction Projects in Turkey by Using Relative Importance Index (RII) Method
In order to develop a useful model to identify and reduce the risks that cause delays in the construction stages of state-owned irrigation projects in Turkey, it is necessary to study and determine the factors that lead to these delays and the extent of their effects and then design a standard model to manage and reduce these risks in the future. This study identifies and evaluates risk factors during the construction stages of state-owned irrigation facilities projects in Turkey/GAP projects in the southeastern part of Turkey. The risk factors (RF) have been identified and evaluated and the liability share determined for each party involved in these projects, namely the employer (the General Directorate of State Hydraulic Works (DSI), Turkey), which represents the owner and undertakes the consultative work for it, as well as the share of the implementing agencies, namely the contractors. The survey method was adopted for the opinions of the stakeholders, followed by the questionnaire on the risk factors. Then questionnaires are distributed to a sample representing the Southeastern Anatolian Project (GAP) consisting of 50 questionnaires of which 25 are for contractors and 25 for the owner’s side. Parametric tests were used to analyze the collected data. Including analysis of variance (ANOVA), independent samples t-test, and Pearson’s correlation coefficient (r) test. The limitations of the study include only the government owner and the contractors included in the study. Only six categories of risk factors were included in the study, and this research was based on the opinions of practitioners and participants rather than actual events in the projects. The result showed that the highest relative weight of risk factors assigned by practitioners was management-related risk factors (38%), the highest negatively affecting the duration of irrigation construction projects, followed by finance risk-related factors (20%), and also agreed that the factors related to labor and equipment are the least negatively affecting in those projects.
