Multilevel Co-governance Within the 2030 Agenda: The Impact of Participatory Processes in the Veneto Region Sustainable Development Strategic Planning
This paper analyses the co-governance theory to delineate how it can support the analysis of new participatory practices at the local level and to assess the impact of these processes on formulating sustainability policy strategies. The analysis focuses on the reframing process—specifically, it highlights that the case study uses a top-down framework to promote civil society’s participation in the strategic planning of the 2030 Agenda and is modified by bottom-up participation processes.
