Recommendations: Guidance to Master the Coming Wave of Challenges
The following messages are briefly outlined: Match the priority for the sector with its importance for the development of the individual and the society. Make reforms a permanent event guided by designated reform champions. Adopt an adequate sector orientation and ensure a buy-in at the highest possible political level. Find the institutional framework which suits the context and sustainable development requirements best. Agree on an effective development concept for universal access. Outsource as many functions as possible for W + S services from the state administration and guarantee autonomy for the management. This must also include the professionalization of asset development for W+S and the operation for the sanitation chain (piped and non-piped). Bring services for the onsite sanitation chain into the formalized system. Balance social and economic goals and promote good governance. Put a realistic financing concept in place and include services to reach the non-served people. Accept that the poor need subsidies to gain and maintain access and that they should be generated by the sector instead of making the sector dependent on handouts from politicians. Establish a baseline for low-income areas and ensure regular data updating and independent verification. Reform WATSAN structure on global level and relaunch the implementation of the Paris/Accra/Busan agenda. Take note of the areas of possible further research.
