Carbon Neutral Communities: Model for Integrating Climate Action into Development Planning
Climate change has become the axis of discussions pertaining to economic development across the globe. The world is at a tipping point where we cannot afford business-as-usual models that are highly dependent on fossil fuels. Low-emission development strategies have put carbon as an indicator of development. These strategies are essential for a paradigm shift in our existing socioeconomic and environmental aspects to move towards a sustainable, climate resilient and low carbon economy. The ‘Carbon Neutral Meenangadi’ project focuses on developing Meenangadi panchayat of Wayanad district in Kerala, India, as a ‘Carbon Neutral Panchayat’ by incorporating climate resilience in its development schemes across the sectors and/or integrating and reorienting development projects to achieve carbon neutrality. The concept of ‘carbon neutrality’ puts forth the notions of zero carbon development, food and energy self-sufficiency at local government level and falls in line with the Sustainable Development Goals put forward by the UN. This pilot project paves way for low carbon development in Kerala and serves as a model for the rest of the country to follow. Countries across the globe have realized the necessity of carbon neutral development at community level which involves all stakeholders including government, public and private sectors to join hands to reach a sustainable future.
