Local Climate Action Planning: An Evaluation of Michigan Climate Action Plans Through Text-Based Analysis
This study analyzes how well local governments understand the terminology of climate change and prepare for climate change mitigation and adaptation by reviewing Climate Action Plans (CAPs) from five cities (Ann Arbor, East Lansing, Detroit, Traverse City, Ypsilanti). The goal is to better understand the roles of CAPs in climate change adaptation and engaging in sustainable development. The content analysis is based on eight key categories which include greenhouse gas (GHG) emissions, sustainability, renewable energy, responsibility (education and awareness), land use and transportation policies, international policies, and development. With text-based analysis, it is possible to determine the most frequent terms or components cited in the listed CAPs. The eight categories are basically identified by the following two topics: (1) carbon management and (2) urban infrastructure. Thus, this paper examines and evaluates policy perception of Michigan CAPs based on objectives of climate action planning.
