Urban development is a key factor of urban climate issues. And the quality of urban development is largely determined by urban planning approaches. Based on modern quality management theory, by means of expert interview and questionnaire survey, basic information and key issues of urban planning approaches in Xiamen, which are followed by optimization proposal, are collected and analyzed from aspects of process, procedure, and organization structure, from the perspective of integrating urban climate problem-solving and urban planning.
