The role of some central government agencies in urban economic regeneration

This paper attempts to define the extent to which three central government agencies, the Department of Industry, the National Enterprise Board, and the Manpower Services Commission, expressed, explicitly or otherwise, an urban dimension in the 1977–1979 period. This paper concludes that, although spatial objectives remain largely muted in the operational programmes of these institutions, there is some evidence that a more obvious inner-city dimension was becoming apparent, particularly in one or two Partnership areas, by 1978–1979. Potential conflicts between national and urban economic development, and between previous Labour and likely Conservative policies are outline.
