Environmental management of regional development
This paper advances the argument that environmental care (physical and social) is an essential component of integral and sustainable development. It proposes the application of this line of thinking through a methodology identified as environmental management of development. EMD involves the three aspects of management — planning, execution and control — in a continuous and interactive process whose instruments and characteristics are enunciated stressing their environmental aim. The application of EMD within a regional scope and specific questions about regional management oriented to water resources development are discussed. It is recommended that the water basin be adopted as the regional unit for efficient management.
