Exploring the scope of private participation for urban public transport supply in India
Publicly owned bus systems in most urban areas in India are plagued by inefficiency and a poor level of service. Although public transport remains a social service, its inefficiency and losses do not serve any community objectives, and while some travellers do not deserve subsidized transport, others should not be put to hardship. For better efficiency and a higher level of service, healthy competition through private participation is desirable. An appropriate regulatory framework is required for a co‐operative public‐private mixed operation. While the public agency should co‐ordinate the operation, private operators should also be consulted for planning of the system.
