Ignoring the historical pre World War 2 planning documents relating to Melbourne, the first real attempt to influence the shape and growth of Melbourne dates from the 1954 Metro Plan direct from the engineers at the Melbourne & Metropolitan Board of Works (MMBW) stable. Essentially it mapped and zoned more or less what was actually happening on the ground at the time; if shops were there, the area was zoned commercial and coloured appropriately. And so on.
