Public Housing Construction in Hong Kong: A Review of its Design and Construction Innovations
Public housing bas exhibited a profound impact on the social and economic development of Hong Kong. Throughout the past few decades, the Hong Kong Housing Authority (HKHA) has been committed to the construction of a large number of high-rise public residential blocks to meet its target housing demand. This paper presents a review of current in the design, construction and management of high-rise public housing towers in Hong Kong. Through re-engineering the design concept and the construction process, the public sector housing has demonstrated remarkable success in expediting the speed of construction, minimizing the construction cost and design variations without sacrificing quality assurance. It was recommended that construction researchers and industry practitioners should dedicate considerable efforts to the research, development and dissemination of advances in building technology (e.g. modularization and prefabrication), as well as innovations in project delivery and management principles (e.g. project partnering and strategic alliance).
