A platform for research: civil engineering, architecture and urbanism
Between 1994 and 2008, there were recurring crises in rubbish collection from the streets in Naples. The rubbish collection cycle didn't function for 14 years even though the issue was entrusted to a special commission. In some cases, crime organizations, corrupt politicians and irresponsible entrepreneurial activities were blamed. Only with the Berlusconi government, which made several rather authoritarian choices, does the rubbish crisis seem to be solved, even though effective waste treatment plants have still not been built. This case is analyzed and presented here as evidence confirming that choices that are rational, responsible, contingent and hybrid, and not relativistic, are necessary to achieve better solutions. In such cases, the government needs to act decisively with a responsible focus.
