Regional reports and strategic planning innovation: Lessons from Scotland
Regional reports were introduced in the early 1970s to facilitate the process of Scottish local government reorganization based on a two-tier structure of regional and district councils. Regional reports set out the strategic planning context for the subsequent preparation of structure and local plans. Research conducted by Brian McLoughlin, which drew on extensive experience and understanding of strategic planning, provides a valuable and appropriate contemporary insight into the potential of regional reports at a time of uncertainty associated with another process of local government reorganization which has created a network of unitary authorities and which has implications for strategic planning practice in Scotland.
