Recognising interdependence and defining multi-level governance in city sustainability plans
A growing number of city governments in the USA have developed plans to pursue sustainable development and mitigate climate change. City governments do not act alone on such complex environmental and social policies, but participate in a web of multi-level governance relationships, interacting with other local governments, community organisations, state and federal government agencies, and international organisations. How is multi-level governance and interdependence documented in city sustainability and climate protection plans? This study reports content analysis of documents from 20 US cities, evaluating how frequently governance relationships are documented, as well as the purpose of the relationships. The findings highlight the importance of intergovernmental management, bargaining and negotiation skills for local government managers working on city sustainability and climate protection initiatives.
