While there is considerable governmental and public focus on border security issues, predominantly unauthorised maritime arrivals and illegal fishing, there is less public visibility of the jurisdictional arrangements that lie behind the enforcement of Australian sovereignty and sovereign rights in its waters. This article outlines the relevant issues.
