This article presents a model subdivision improvement agreement and guarantee that are designed to maximize the government's leverage over a developer who seeks subdivision approval. In addition, a commentary explains the meaning of many standard provisions in contractual agreements. City attorneys are encouraged to better understand the document-drafting process to ensure that the local government gets what it bargains for when entering into agreements with developers.
