Flegg A. T. and Tohmo T. Regional input – output tables and the FLQ formula: a case study of Finland, Regional Studies. This paper examines the use of location quotients (LQs) in constructing regional input – output tables. Its focus is on the modified FLQ formula proposed by Flegg and Webber in 1997. Using data for twenty Finnish regions of widely different size, a regression model is developed to assist in the selection of a value for the unknown parameter δ in this formula. It is found that the FLQ yields results far superior to those from standard LQ-based formulae. The FLQ-based initial set of regional input coefficients could be used to build the non-survey foundations of a hybrid model or as part of the RAS procedure.

Cet article cherche à examiner l'emploi des quotients de localisation (LQs) afin de construire des tableaux d'échanges inter-industriels régionaux. On met l'accent sur la formule FLQ modifiée que proposent Flegg et Webber en 1997. Employant des données auprès de vingt régions finlandaises de tailles nettement différentes, on développe un modèle de régression pour aider le choix d'une valeur pour le paramètre inconnu δ dans cette formule FLQ. Il s'avère que la FLQ produit des résultats qui dépassent de loin ceux qui proviennent des formules LQ normales. On pourrait employer l'ensemble initial de coefficients régionaux des facteurs de production basé sur la FLQ pour construire les fondations d'un modèle hybride ou comment faisant partie de la démarche RAS.

In diesem Beitrag wird die Verwendung von Standortquotienten (LQ) bei der Erstellung von regionalen Input–Output-Tabellen untersucht. Der Schwerpunkt liegt hierbei auf der von Flegg und Webber 1997 vorgeschlagenen modifizierten FLQ-Formel. Anhand der Daten von 20 finnischen Regionen stark unterschiedlicher Größe wird ein Regressionmodell entwickelt, um die Auswahl eines Werts für den unbekannten Parameter δ in dieser Formel zu erleichtern. Es stellt sich heraus, dass die Ergebnisse der FLQ-Formel denen der herkömmlichen LQ-Formeln bei weitem überlegen sind. Die mit Hilfe der FLQ-Methode ermittelten regionalen Input-Koeffizienten könnten sich zur Entwicklung der nicht erhebungsgestützten Grundlagen eines hybriden Modells oder im Rahmen des RAS-Verfahrens nutzen lassen.

En este artículo examinamos el uso de cocientes de localización para construir tablas de insumo-producto regional. Nos centramos en la fórmula modificada de FLQ propuesta por Flegg y Webber en 1997. Con ayuda de los datos de veinte regiones de Finlandia de tamaños muy diferentes, desarrollamos un modelo de regresión para ayudar a seleccionar un valor para el parámetro desconocido δ de esta fórmula. Observamos que FLQ produce resultados muy superiores a los de las fórmulas basadas en cocientes de localización estándar. El grupo inicial de coeficientes de insumo regional basados en FLQ se podrían utilizar para crear las bases indirectas de un modelo híbrido o en el marco del método RAS.
