This paper contributes to the analysis of contemporary public sector restructuring in the UK through an evaluation of the impact of the introduction of compulsory competitive tendering (CCT) for the provision of local public services. Public services play an important stabilizing role in regional economic development but the introduction of CCT has undermined that role. Public service workers have suffered deteriorating levels of pay and conditions of service, and the capacity of local authorities to act to support local economic development has been reduced. Thus the introduction of CCT has undermined the contribution of local public services to the maintenance of interregional economic stability and to regional development.

A partir d'une évaluation de l'impact de l'introduction de l'adjudication ouverte obligatoire pour assurer les services publics locaux, cet article cherche à participer à l'analyse de la restructuration du secteur public en vigueur au Royaume-Uni. Les services publics jouent un rôle stabilisateur important dans le développement économique régional. Toujours est-il que ce rôle a été ébranlé par l'introduction de l'adjudication ouverte obligatoire. Les niveaux des salaires et les conditions d'emploi de ceux qui assurent les services publics se sont déteriorés, et la capacité des pouvoirs locaux à agir afin de soutenir le développement économique local s'est affaiblie. Ainsi l'introduction de l'adjudication ouverte obligatoire a ébranlé la participation des services publics locaux au maintien de la stabilité économique interrégional et à l'aménagement du territoire.

Dieser Aufsatz leistet einen Beitrag zur Analyse der gegenwärtigen Umstrukturierung des öffentlichen Sektors im UK mittels Bewertung der Auswirkung der Einführung obligatorischer, konkurrenzfähiger Angebote (Compulsive Competitive Tendering = CCT) für Versorgung durch die öffentlichen Dienste am Orte. Öffentliche Dienste spielen eine wichtige, stützende Rolle bei der regionalwirtschaftlichen Entwicklung, doch die Einführung der CCT hat diese Rolle untergraben. Angestellte der öffentlichen Dienste haben sinkende Löhne und schlechtere Arbeitsbedingungen hinnehmen müssen, und die Fähigkeit der Ortsverwaltung sich in Sachen der Unterstützung örtlicher Wirtschaftsentwicklung zu betätigen, ist beeinträchtigt worden. So hat die Einführung des CCT den Beitrag der örtlichen öffentlichen Dienste zur Aufrechterhaltung überregionaler Stabilität der Wirtschaft und regionalen Entwicklung untergraben.
