Reassessing Earthquake Hazard Reduction Measures
Experience with efforts to avert earthquake losses underscore the difficulties that arise in implementing various earthquake hazard reduction strategies. In this article we discuss how planners can analyze such strategies to identify potential implementation problems as they formulate land use and other planning efforts. We argue that it is necessary to assess implementation when evaluating the likely effectiveness of hazard reduction measures, in order both to design appropriate hazard reduction strategies and to produce realistic evaluations of them.
