Immigration and Housing: The Missing Link?
Few observers doubt that we face a fiscal crisis in the provision of urban infrastructure. Since the mid 1980s the main source of funds hitherto available to utilities like the Sydney Water Board, namely public borrowing, has been drastically reduced. Simultaneously, statebudgctallocations for education, health, transport, etc., have declined in real terms, generating bitter complaints from those affected. Over the same period there has been a sharp decline in housing af fordability, particularly in Melbourne and Sydney – the main locations for overseas migrants.
