Strategic Planning And The Pursuit Of Reform, Economic Development, And Equity
In this article we argue that municipal reform, progressive planning, and local industrial policy are interdependent and will be accomplished in a turbulent urban environment such as Chicago only through strategic planning. We trace the evolution of Chicago's first municipal strategic plan for economic development and describe the city's first steps toward ongoing strategic planning. We then reflect on the lessons we have learned from this process for local industrial policy, municipal reform, and strategic planning.
