Sustainable Urban Development—the Case-study of Kunming, China
Since 1996, the ORL Institute, represented by its section “Landscape and Environmental Planning”, is involved in a Training and Research Project (TRP) in the city of Kunming. The TRP was established in the context of the City-Partnership between Zurich (Switzerland) and Kunming (China) and is integrated in the overall project “Urban Development and Public Transportation”. The overall goal of the TRP is to strengthen and give further impetus to urban and environmental planning, not only as sectoral but as integrated planning process, and to support the planning authorities in dealing with complex urban environmental problems with regard to sustainable (urban) development. The TRP focuses on aspects related to spatial organization/land use planning, mobility and environmental protection.
Since the project aims at improving the urban and environmental management capacities of Kunming's institutions it focuses on know-how transfer. A core team representing different institutions within Kun- ming's administration links to the political leaders (“up-stream”) and to the institutions themselves (“down-stream”). Workshops constitute an important means to provide methodological input and to discuss concrete planning results.
The project has just started. The following paper reflects on the intentions and layout of the project and illustrates the conceptual and methodological framework of a sustainable urban development.
