Inclusionary Housing Programs
In this article the housing affordability problem is outlined, previous inclusionary housing research is reviewed, and the authors' evaluation criteria are identified. The early inclusionary housing programs of Petaluma, Davis, Palo Alto, and Orange County, California are evaluated in order to draw conclusions pertinent to other jurisdictions. Economic and political responses to the programs are analyzed. Program design elements influencing effectiveness and the political feasibility of adoption are discussed.
