The major problems of Jamaica include the difficulty of coping with the increase of population; the drift of population into the Kingston area; the unequal distribution of wealth and income; the low productivity, especially in agriculture; and the existence of marginal areas, particularly in the hills and mountains. The 1963 Five Year Development Plan attempts to grapple with these problems but there is a lack of co-ordinated machinery. The problem of land reform still remains acute. There is a need for a national planning viewpoint; for co-ordination of physical and economic planning in a concerted strategy; for a development agency with powers to act; and for more decentralized government with more popular participation in the planning process.
