Deliberating waste: The Hertfordshire Citizens' Jury
Citizens' Juries are a novel way of involving ordinary citizens in qualitative discussion of policy issues. Their use is currently being explored in Britain in the areas of health and local government. One such Citizens' Jury was sponsored by Hertfordshire County Council in 1996 in the area of waste management. It was seen as a way of giving practical expression to the county commitment to ‘strengthening democracy, partnership and participation’, as well as aiding in the formulation of the County Waste Local Plan. This article explores the origins of the Citizens' Jury idea, situates it in a wider discussion of deliberative democracy and discusses the experience of the Hertfordshire Jury (which the author moderated). The result, it is argued, confirms the value of this deliberative form as a vehicle through which ordinary citizens can make a perceptive contribution to difficult and contested policy issues.
