Planning: State of the Profession
This paper is based on the “State of the Profession” speech delivered at the end of his term by the President of the International Society of City and Regional Planners (ISoCaRP) at a congress in Cairo in 2003. Welfare state planning that emphasized equality resulted in comprehensive plans, which left little room for dynamic changes within mobile societies. Flexibility and quick responses are required by a changing network society. Therefore, the planning agenda and planning issues have to be reconsidered and the meaning and sense of place have to be redefined. A permanent state of change has to be made possible. In addition, new actors and temporary actors are coming onto the planning scene. The paper proposes another planning approach that is directed more at implementation and making effective use of existing and mobilized forces, means and instruments.
