Why Design and Build? Views from Some Major Public Clients in Hong Kong
Over the years, design and build has emerged as a popular procurement system. On one hand, the system enlarges the scope of participation by both contractors and consultancies in big civil engineering projects, particularly those in the public sector. On the other hand, it allows a complex project to be implemented in a more cost-effective manner within a shorter time span. This paper presents the views of clients in public sector on design and build (D&B) procurement method. Specifically, their reasons of adopting D&B and refusing to adopt it were explored. Data were collected through face-to-face interviews with ten senior staff from four major public client organizations in Hong Kong. The findings indicate that public clients held different views on D&B method based on different grounds. Apart from functional requirements such as project completion time, cost certainty, etc., internal resources and political force would also influence client's adoption of D&B method in the public sector.
