Incompatible Planning Goals: Evaluation of Israel's New Community Development in the West Bank
This article analyzes the Israeli settlement program for the West Bank, the east-central area of the country west of the Jordan River. There are several goals to this program, but they are inherently incompatible with one another and as a result settlement has been impeded. The primary government concern is with the geopolitical and strategic goals—those elements that Israel emphasizes to guarantee its political boundaries and security. These national concerns take precedence over vital economic and social goals that exist on the community level, with the result that local concerns are often neglected or downplayed. To improve the settlement program a more comprehensive planning approach is needed, one that will take into consideration the relationships among the various goals.
