A platform for research: civil engineering, architecture and urbanism
Addressing Inequality: Planning in Northern Ireland
This paper reviews how inequality is accentuated by the planning process and how discrimination may take place in terms of ethnicity, gender and disability. The specific situation in Northern Ireland is described and government attempts to reduce inequality in policy are outlined. The impact of one of these initiatives, Policy Appraisal and Fair Treatment, is assessed and shown to have been unable to substantially influence planning in the region. However, in the context of the peace process, a more radical initiative has recently been introduced, placing a duty on public bodies to promote equality. A speculative analysis is made of the potential impact on Northern Ireland and the broader significance to current planning debate is discussed.
