A platform for research: civil engineering, architecture and urbanism
This paper is about Jerusalem, more specifically about whether the massive Jewish development in East Jerusalem bears witness to a 'planning doctrine'. It gives the geopolitical background making Jerusalem into the fulcrum of the Middle East conflict and describes developments there resulting, as they are, from the Israeli policy of creating physical facts. The final section discusses the Jerusalem doctrine, such as it is. This not only sheds light on Jerusalem, but also on the notion of planning doctrine as such. This is because Jerusalem provides evidence of a doctrine operating, but without a significant planning input. This contrasts with the source of inspiration for formulating the notion of doctrine, Dutch national planning, where planners have taken the lead. A postscript relates to the charged political situation in which planning in Jerusalem takes place.
