A set of analyses of public housing programmes in South Australia, using cost-effectiveness, cost-benefit; and cash flow criteria. Includes the results of statistical research and outlines discussions of the essential methodological issues in applying cost-benefit analyses to social housing policies. From a pragmatic perspective, and with regard to contingent conditions, the various analyses lead to a ranking of housing programmes in terms of their economic, social, and financial consequences.
