Czech planning in transition: Assets and deficiencies
The gap between 'traditional' technically-oriented planning and the challenge of a plural, market-driven society is analysed. Czech planning is still missing any pronounced doctrine, as a starting point for further discussion on values and objectives. With an almost non-existent background of theoretical research in the field of planning, spontaneous 'notions of planning' are emerging in place of theoretical 'schools' of planning. On the basis of analysis of the particular 'notions', it is argued that even (perhaps especially) in the transitional society, planning needs a sound theoretical and ethical base as an equal part of the professional background, not only techniques and 'practical' abilities.
