Evidence of substantial occupant dissatisfaction with thermal comfort and air quality in air conditioned commercial buildings is reviewed. This evidence is drawn from a sampling of international literature and from the results of a recent survey of twelve air conditioned, mixed mode and naturally ventilated Australian buildings. Reasons for observed dissatisfaction are discussed. A design strategy aimed at improving acceptance is proposed. Evidence is presented to suggest that this strategy will result in valuable energy savings.
