Management System of the Seoul Metropolitan Area—with Special Emphasis on Area-Wide Urban Services
This paper aims to suggest a better management system for the Seoul Metropolitan Area, with special emphasis on the area-wide urban service delivery. As metropolitan areas grow, urban problems spill over to surrounding areas. Especially, the expansion of urban service delivery areas leads to the administrative inconsistencies between production sites and recipient regions, which often provoke regional conflicts. To cope effectively with the problems of metropolitan areas, a new metropolitan management framework is imperative. The better management system of the Seoul Metropolitan Area can be interpreted as key to make an efficient and equitable delivery of area-wide urbane services through establishment of mediative and cooperative relationships among governments, vertical and horizontal, introduction of economic measures under market principles, and the promotion of public participation. These characteristics of the better management system of metropolitan areas are similar to the main concept of metropolitan governance.
