Introduction of a Digitalized Cadastre in the Autonomous Republic of Crimea, Ukraine
Eastern European countries in transition from a state to a market economy face dramatic changes in the administrative tasks of all levels of government. The privatization of land and of means of production enforces a long chain of secondary action, after the principle decisions have been taken by the national government. The following description of a Crimean pilot project linked with the introduction of an digitalized cadastre indicates what role outside consultants can play if they want to provide meaningful advice beyond the first technical steps of such a project. The objective must clearly be to optimize governmental operations while avoiding unwanted long-range side effects. Swiss experience is useful and welcome: the reputation of its high-precision surveying methods helped in gaining a contract which was soon extended to include the training of specialists and recommendations for the best-suited administrative structure to handle these demanding transformations.
