Planning and implementation: Coordinative planning in practice
The association between planning and implementation differs in various planning models; these differences are discussed. Implementation is one of the main concerns for coordinative planning, which involves interaction between organizations. Two cases illustrate how coordinative planning works in practice: the planning and expansion of Schiphol airport in The Netherlands, and the development planning of Ben Gurion airport in Israel. Analysis reveals the interdependence between each country's context and each case's planning process, highlighting differences that limit transferability. However, the comparison also identifies similarities, indicating some of the decisions related to successes and failures, and suggesting some links between institutional design and plan implementation.
