Economic Crisis and the Regional and Local Economic Effects of the Welfare State: The Case of Denmark

The paper presents an analysis of the regional and local economic role of the Danish welfare state during a prolonged period of economic crisis. The role of the welfare state in redistributing income between localities and regions is examined, this being related to changing relations of power and responsibility between state and local government levels. The analysis is presented within a theoretical context where different models of the welfare state are examined and related to the distributional questions. Finally, the future of the Scandinavian type of welfare state in Europe is discussed, together with the implications of future changes for geographical redistribution of income.

Cet article analyse le rôle économique régional et local de l'Etat-Providence au Danemark pendant une période de crise économique prolongée. Le rôle de l'Etat-Providence, chargé de la redistribution du revenu entre les quartiers et les régions, se voit examiner, cela se rapportant à la répartition du pouvoir et des compétences entre l'Etat et les collectivités. L'analyse se fait à partir d'un contexte théorique où on examine des modèles différents de l'Etat-Providence et les associe à des questions de redistribution. Pour conclure, on discute de l'avenir du genre d'Etat-Providence scandinave en Europe, conjointement avec les conséquences des changements futurs pour ce qui est de la redistribution géographique du revenu.

Dieser Aufsatz stellt eine Analyse der regionalen und örtlichen wirtschaftlichen Rolle des dänischen Wohlfahrtsstaats während einer lang anhaltenden Periode wirtschaftlicher Krise dar. Es wird die Rolle des Wohlfahrtsstaats bei der Einkommensumverteilung zwischen Ortschaften und Regionen untersucht und zu dem Wandel in den Beziehungen von Macht und Verantwortlichkeit zwischen staatlicher und Ortsverwaltung in Beziehung gesetzt. Die Analyse wird im Zusammenhang einer theoretischen Untersuchung verschiedener Modelle des Wohlfahrtsstaates vorgetragen, und mit Verteilungsfragen in Beziehung gesetzt. Abschließend wird die Zukunft des skandinavischen Typs des Wohlfahrtsstaats in Europa diskutiert, sowie die Implikationen zukünftigen Wandels für die geographische Umverteilung von Einkommen.
