The Management and Disposal of Hazardous Waste in Victoria
This paper reports the findings of an investigation of the management of hazardous waste in Victoria. The problem of hazardous waste, and its production and disposal, has generated much concern internationally (Lake and Disch, 1992; Lidskog, 1993; Portney, 1991). As Beck (1992) has pointed out, the politics of today's global industrial societies is the politics of risk. Struggles abound over the definition of the risk of future environmental damage which sections of the population – and the world as a whole – incur. The future thus casts its shadow on the present; but only because we are becoming increasingly aware of the dangers of past activities. Wenz (1988), for example, tells the story of how just twenty years ago an enterprising company in Times Beach, Missouri, disposed of dioxin by spraying it on public roads to control dust. “The dioxin”, Wenz notes, “was not believed in the early 1970s to be dangerous”, (p. 233). Subsequently all the real estate in Times Beach became worthless.
