Water Governance: Some Critical Issues
This paper presents an analysis of the issues discussed at a special international workshop on water governance. While it is generally accepted that good governance for the water sector is essential, it is also clear that its implementation requires qualitative and quantitative factors, which may vary from one country to another. In order to objectively assess the opportunities and constraints of implementing good water governance practices, a group of selected international experts were invited to address this complex issue.
