From sectoral to regional policies: A first step towards spatial planning in the European Union?
The reform of the Structural Funds has inaugurated a new integrated rural development policy in the European Union. It is our contention that such a policy shift, demanding coherent action between policy makers at the European, national and regional level requires a form of spatial planning. In this article we focus on the Objective 5b regional programme, analyzing and evaluating its co-ordination at the European level and its implementation in the Operational Programme for Friesland, The Netherlands. In this case, partnership between the European Commission and the regional authorities has been a partial success thanks to the advanced state of regional planning in Friesland in which the existence of a spatial plan was essential. However, the measures for agriculture in the Operational Programme lack any real connection with the integrated development strategy laid down in this spatial plan.
