River Advocacy and Return Flow Management on the Euphrates/Firat River
This article briefly describes a role that the waters of Turkey might play in alleviating problems of supply not only for Turkey Syria, and Iraq, the riparians sharing the Euphrates River; but also for the parched political units that share the basin of the Jordan River Possible future transfer of water across Syria from north to south depends upon an equitable sharing of the Euphrates by its three riparians. To show how this might be achieved, the article reviews recent developments along the Euphrates, and the points of view of the three nations involved. Thereafter, it offers an approach for sharing the river that is predicated on the ecological importance of the river itself and the need for the concept of river advocacy. A model is presented demonstrating how careful return flow (RF) management can optimize use of the river for all its riparians while maintaining minimum acceptable riverine ecology
