Good Neighbour Agreements: The first step to environmental justice?
Good neighbour agreements are compacts, drawn up by major companies in co-operation with local residents, which have been promoted by community groups in the USA as part of a campaign to achieve greater environmental justice. This paper reviews the good neighbour agreement concept as it has developed in the USA and considers its application in Dundee, UK, where a good neighbour charter has recently been negotiated between Dundee Energy Recycling Limited, operators of a new waste-to-energy plant, and the neighbouring community of Douglas, a predominantly local authority housing estate situated immediately south of the new plant. Initial evidence suggests that the process of preparing the charter has been positive but the long-term value of negotiating such an agreement has yet to be proved. BARBARA M. Este documento examina el concepto de Acuerdos de Buen Vecino como se ha desrrollado en Los Estados Unidos y considera su aplicación en Dundee, Escocia, donde un fuero de Buen Vecino ha sido recientemente negociado entre la Recicladora de Energía de Dundee Limitada, operadores de una nueva planta de desperdicio-a-energía y la comunidad vecina de Douglas, viviendas de protección oficial con predominante autoridad local situadas inmediatamente al sur de la nueva planta.
