It is a symptom of a far-reaching intellectual, political and economic crisis that one of the new orthodixies of the early 1990s holds that governments cannot, or should not, invest in public works and infrastructure as they did in the ‘good old days’. The reasons usually advanced include everything from such ‘facts’ as the high level of government debt, the staggering level of government deficit, the record of governmental financial mismanagement in the 1980s, the lack of confidence by the financial markets in governments, the worldwide shortage of investment capital and the political ‘unreality’ or ‘unwisdom’ of governments adding further to State debt.
