This paper describes the main features of the extensive anti-freeway struggles in Melbourne during the 1970s. The main outcomes of the struggles are identified, including the cultural redefinition of the inner suburbs, new planning philosophies and change to inter-government relations. The paper develops the significance of these changes for urban theory particularly the potential crisis tendencies of the provision of urban services by the state.
