Never before had there been both the capacity and demand for land-use changes on the scale experienced in Britain between 1919 and 1939. The inception, formulation and enactment of the Restriction of Ribbon Development Bill of 1935 may provide an important insight into the way in which local and central governments perceived and reacted to these changes. In its attempts to balance the interests of the individual with those of the community, and in its appreciation of the need to reconcile house and road construction with the preservation of rural amenity, the Bill highlighted some of the wider issues of land-use planning.
